Meeting with Tianjin Development and Reform Commission on Renewable Energy Access

On 15 January 2021, the European Chamber Tianjin Chapter had a 2-hour physical meeting with the Tianjin Development and Reform Commission and raised the issue on renewable energy access. Additionally, possibilities and policy barriers were exchanged and checked in a wide arrange with TJDRC. The EUCCC Tianjin delegation led by Catherine Guo, the GM of Tianjin Chapter , formed by 8 representatives from member companies AIRBUS, Volkswagen, Novo Nordisk, Goglio, Oetiker, Umicore.

Topics touched:

 EU companies briefly introduced corporate targets on carbon reduction and solutions what have done or been evaluating. Targets vary among big- and medium- size  EU companies, for example Oetiker(medium) mentioned target would be 3%+ reduction each year since 2019/2020,while AIRBUS mentioned carbon-natural in 2050.  However, common goal is more to reduce carbon based on a growing production/energy consumption than to save energy purely.

Access to green energy(mostly electricity) has been seen by all participating EU companies as a desired solution compared with solar, wind solution.

4 possible ways to access to green energy in Tianjin introduced by TJDRC- 1) use the quota of 14.5% recorded in TJ grid, 2) construct Distributed Energy Station, solar in own site;3) green certificate; 4) green electricity trading, rules are working on by TJIIT, not confirmed yet.

Eco City Institution, a third-party that runs business in green city and green industrial facility, offered their best practices in city Zhangjiakou, a zero-carbon industry park and introduced their green solution consulting services to company clients.

 

Suggestions from TJDRC 

  • A negotiation strategy with energy solution suppliers been suggested by TJDRC, which suggested existing solutions been considered by EU members have more room to dig in to reduce carbon. More competitive suppliers in market and contacts could be shared if needed.
  • Distributed Energy Station is highly recommended to be considered as it been explained can significantly reduce carbon/ energy consumption from electricity grid.
  • Area energy plan of Tianjin looks promising and with no obvious policy barriers,  while cross-industrial park/ cross- district planning is still difficult so far. District government agency(e.g. Administration Commission) is responsible for initiating and applying for it to TJ Municipal Government. 3 pioneer areas in TJ now, 2 in Ninghe district and 1 in Wuqing(less than 10 square meters) , all 100% with solar energy solution.
