Meeting with Aleksandra Kozlowska, Trade Section, EUD on potential influence that CAI could have on existing R&D related policies in China

The following issues were discussed:

- The detailed criteria for HNTE status including the core technology ownership (any possible ways around it including licencing) or the % of R&D expenditure in the territory.

- Benefits of HNTE apart from tax policies.

- ATSE benefits and other alternative policies that help with R&D functions.

Under CAI there are new provisions which might be helpful to tackle the issue mentioned in key recommendation 1 of R&D Postion Paper 2020/2021. The provisions here refer to forced technology transfer as per section II, art.3 of the agreed text.
