On 31st March, the European Chamber Energy Working Group submitted collated comments to the National Development and Reform Commission (NDRC) on Administrative Measures for Electricity Sales Companies (Revised).

Members suggested that experienced practitioners do not necessarily have a professional title, therefore the configuration of the internal staffing relies on internal decisions. Members also suggested that the electricity bill settlement agreement be signed by three parties: the user, the electricity sales company and the power grid. In addition, the minimum standard of performance bond shall be defined by local authorities as per local market situation, not one-size-fits-all.
