Advocacy Letter on Cosmetics Labelling Management

Since the "Cosmetics Supervision and Management FAQ (V)" provided answers to some of the concerns in the Chamber's recommendations, some points have aroused widespread concern and discussion in the industry. After an internal study and discussion, the Cosmetics Working Group of the European Chamber of Commerce submitted an advocacy letter for further communication and clarification on labelling management.

The advocacy letter centered on the following points.

1) For Chinese label of cosmetics using standard Chinese characters other than other words or symbols, as well as using letters, pinyin, numbers, symbols, etc. in registered trademarks, standard Chinese characters should be used on the same visible side for explanatory purposes.

2) In addition to cosmetic registrant, filer, responsible person in the territory, entrusted production enterprise, other producer-related concepts, including "producer" "production" "brand licensee", etc., are deemed as "false or misleading content", and shall not be similarly marked on the product label.

3) For the product label marked with a product name other than the trademark name, which resulted in consumers misunderstanding cosmetics producers and responsible entities, are prohibited labeling behavior.
