This event is co-organised by European Union Chamber of Commerce in China, Energy Research Institute of Peking University, China Gas Association and China Gas Association Distributed Energy Committee. At this seminar, participants from embassies of member states in Beijing, European institutions, Chinese energy R& D institutions and industrial organizations will discuss energy policies of European Union and EU member states; European energy companies’ business operation, and development of the energy industry in China. The aim of the seminar is to provide advice to the energy administrations for enacting and implementing effective energy policies, rules and regulations on energy transition and reform in China. Mr. Jean-Philippe Dufour Counsellor for Sustainable Development, Energy and Transport at the Economics Section of the French Embassy in China since September 2017.
Previously he worked in Beijing as Counsellor for Aviation at the French Embassy during 3 years from September 2014. Mr. Dufour is a graduate engineer from the French Institut Géographique National where he worked until 1999 as researcher and teacher. He is the author of a book about geodesy and positioning (“Introduction à la géodésie” - in French).

He has served as a senior adviser to the Director of International Energy Agency, director and deputy director of National Development and Reform Commission and National Energy Administration. Committed to promoting energy transition, energy reform and global energy governance, he participated in the research and formulation of a number of energy policies. Prior to starting his own Company Mr. Andersson was a director and senior executive with Fjärrvärmebyrån AB (FVB), a leading district energy and cogeneration engineering and consulting firm based in Västerås, Sweden.Mr. Andersson is currently, in parallel with working full time undertaking PhD studies at Radboud University in Nijmegen, Netherlands and is planning his dissertation to cover the topic “Public Private Partnerships for Community Energy schemes in low carbon and carbon neutral sustainable urban developments”.

Mr. Maximilian Ryssel is a project manager with the Sino-German Energy Partnership at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Before joining GIZ China in 2018, Max conducted research on the decarbonization of the cement sector in Europe at Juelich Research Center and the German Aerospace Center (DLR). Living and working in China for five years, he has a gained a profound knowledge of China’s electricity and power sector. Max has been consulting companies on technology management issues at Fraunhofer Institute for Production Technology IPT and has gained work experience in the German lignite power sector. At GIZ, he focuses on topics regarding the flexibilization of the power sector, sustainable heating, hydrogen, and energy efficiency in industry and cities. Max holds a double degree in thermal and production engineering from Tsinghua University, China, and RWTH Aachen University, Germany.

Alfred CHE Wei has a wealth of experience working with public and private organizations in promoting business between China with Europe, America and Southeast Asia for four decades. He has been working with and for Nordic-based multinational corporations, responsible for developing and executing their corporate communication strategies in China over the past two decades. He was among the first professionals in introducing western-style communications and public relations practices and methodologies into China. Meanwhile, he devoted himself to exploring and studying global climate, energy transition and sustainability with a focus on energy efficiency, closely following the global leading developments in Europe especially carbon neutrality in the Nordic region. He has been a pioneer in systemically introducing into China the ‘Danish Green Development Model’, and its best practices with clear objectives of achieving carbon neutrality and zero-carbon economy; his opinions and publications in the related fields has been widely cited and recognised. Currently, he is Rotational Chair of the Global Ecological Sustainable Development Union (a Paris-registered international NGO focusing on sustainability), Executive Director of the Multinational Corporations Council for Carbon Neutrality (MNC50) and Senior Fellow of the Center for Global Climate Innovation & Governance (University of International Business and Economics). He holds a Master’s degree from Yale University and a Bachelor’s degree from Beijing Foreign Studies University.

Dr. Liu is a senior executive with nearly 20 years of experience in the field of energy with leading companies in the Oil & Gas and Power & Utilities sectors. He started his career as a power plant engineer as well as commissioning & operations manager, later becoming an energy technologist, and ultimately advancing to managerial positions.
He has spent his career at the intersection of academia, think tank, government, and industry in China, Saudi Arabia, and the United States, giving him a unique blend of academic credibility, deep industry knowledge, and extensive international experience.
He is a frequent speaker and panelist on global forums on topics related to energy and climate change as well as technology innovation. His expertise centers on a broad and deep understanding in global energy markets, geopolitics, climate change, technology innovation, as well as ESG & net zero solutions.
刘博士具有 20 多年能源和气候变化行业跨国从业经验,对气候变化与零碳能源转型、企业ESG与净零解决方案、国际能源市场、技术创新、公共政策、地缘政治等有较为深入了解,曾就职于中国、美国、欧洲和沙特的跨国能源公司、世界知名大学、国际顶级智库,并作为外部咨询顾问为国际组织、国际战略咨询公司,以及中国、美国和沙特的政府部门提供决策支撑。
