“无废城市”是以创新、协调、绿色、开放、共享的新发展理念为引领，通过推动形成绿色发展方式和生活方式，持续推进固体废物源头减量和资源化利用，最大限度减少填埋量，将固体废物环境影响降至最低的城市发展模式，也是一种先进的城市管理理念。2019年1月，国务院办公厅印发《“无废城市”建设试点工作方案》。2019年4月30日，生态环境部公布11个“无废城市”建设试点。11个试点城市为：广东省深圳市、内蒙古自治区包头市、安徽省铜陵市、山东省威海市、重庆市（主城区）、浙江省绍兴市、海南省三亚市、河南省许昌市、江苏省徐州市、辽宁省盘锦市、青海省西宁市。与此同时，河北雄安新区、北京经济技术开发区、中新天津生态城、福建省光泽县、江西省瑞金市作为特例，参照“无废城市”建设试点一并推动。

为了进一步了解官方政策、解读行业机会，中国欧盟商会环境工作组有幸邀请到了生态环境部固废管理中心的滕婧杰博士和E20平台固废产业研究中心负责人、首席行业顾问潘功博士于6月20日下午参与环境工作组会议并发表主旨演讲。
