During these past eight months, the Chairs of the working group overcame difficulties and led the WG to make things happen: the drafting of the Shipbuilding Position Paper was realised, a call with EU DG-Trade counterparts in Brussels discussing the high tech supply chain was initiated, lobby actions advocating for business restart in cruise were taken and comments on the European Commission’s White Paper on Foreign Subsidies has been submitted. To see through our end goal of establishing a level playing field and build a platform for strong EU-China cooperation, more advocacies will need to be carried out in the second half of the year, and we are especially looking forward to the EU-China Shipbuilding Dialogue later this year. In order to realise WG members’ expectation, we would like to meet you and invite you to share your experience, your ideas and perspectives, but most of all to meet each other and have fun.

Demand for new-build and converted FPSO (Floating Production Storage and Offloading) vessels and FLNG (Floating Liquid Natural Gas) facilities have increased due to the declining rate of new onshore oil discoveries to historic low levels and also from technology that enables efficient deepwater oil exploration in unprecedented ocean depths.

On June 1st, 2020, the Chinese Central Committee and the State Council jointly released the Overall Plan for the Construction of Hainan Free Trade Port (“the Masterplan”), a large-scale plan to transform the entire island province into a free trade port (FTP) – making it the largest special free trade zone in China. The Masterplan laid out a series of special policies for Hainan – liberalization of trade of goods and services, facilitation of investment, opening-up of key sectors, and free exchange of people, capital, and data. Coupled with preferential policies of the Hainan Bo’ao Lecheng International Medical Tourism Pilot Zone, Hainan is expected to be the rising hub of new investment and business opportunities.

In mid-June the European Commission released a call for input on an instrument to address foreign subsidies in the single market called the White Paper on an Instrument for Foreign Subsidies. The tools proposed in the Paper aim to tackle distortions a) in the single market in general, b) acquisitions of EU companies, and c) in EU public procurement. The paper also proposes an approach to foreign subsidies in the context of EU funding. Given the potential impact that this document will have on European business both in Europe and in China, the European Chamber has developed a draft document with feedback and will ask for input from industry representatives at the Chamber. The European Chamber deadline for comments is Friday, 18th September 2020. Ahead of this we are setting up a Virtual roundtable for members of the Shipbuilding WG on Tuesday 15th September, 15.00-16.00 CST to discuss and align on our feedback to the European Commission.
