Minutes:

 

1.     DVD Demonstration of SHIP

SHIP features 1, high-tech products with self owned intellectual property dominate the park; 2, continuous improving high-tech industrial chain; 3, diversified, specific and interactive incubation groups; 4, famous universities at SHIP; 5, world science and technology park.

 

2.     Introduction of participating companies

Representatives introduced the business lines and situation of their companies. Many of them expressed interest in establishing offices in SHIP.  SHIP Director-General, Mr. Zhang welcomed member companies to set up offices in SHIP to benefit from the convenient infrastructure, low-cost facilities as well as proximity with high-tech business partners.  He was very receptive to individual enquiries from participating companies.

 

3.     Open discussion

Together with Mrs. Cao, Deputy Director-General and Mr. Jia, Director of Investment Division, Mr. Zhang answered the questions raised by company representatives.

 

Q: What are the beneficiary policies in SHIP?
A: There are no special preferential policies for companies. SHIP contains incubators for SMEs and can guide companies to find suitable locations.

 

Q: Can SHIP help tenant companies to obtain HNTE status?
A: SHIP can help tenants to report information to Shenzhen Science and Technology Bureau. Nevertheless, the approval of HNTE status is made at national level.  The 2009 national criteria for NHTE status are stricter than ever, and thus would cause some of the SHIP tenants to lose their status and move out of SHIP.

 

Q: how long does it take to obtain HNTE status?
A: The HNTE scheme has newly come into force in Shenzhen. No definite timeframe has been laid down.

 

Q: What is the difference between SHIP and SHIB?
A: SHIP occupies 11.5 km². It is the first established high-tech park in SHIB, which covers more than 158 km².

 

Q: For companies engaged in consumer electronics products, which part of Shenzhen is recommended for office establishment?
A: SHIP is suggested as the suitable place for R&D set-up.

 

Q: Is SHIP only focused on high-tech R&D?
A: Companies engaged in logistics, finance, testing and auditing constitute important support for high-tech industry and, are welcome to set up offices in SHIP.

 

 

Q: Sagem and PSA are registered in Tianjin and Heyuan respectively; can they obtain HNTE status in Shenzhen?
A: Only companies with legal person status are eligible to apply for HNTE status. 

 

Q: As the Silicon model features the connection with venture capital, what are the measures taken in SHIP in this regard?
A: Since two years, the SHIP has organized interaction conferences, at weekly basis, for venture capital companies to discuss projects to invest. They are open to all kinds of companies nationwide. Besides, a VC/PE building is under construction to be dedicated to such purpose.
 Interested companies are invited to contact Ms. Cao who are in charge of it.

 

Q:  What would SHIP suggest on the ratio between R&D and manufacturing?
A:  SHIP has no requirement on the ratio. It only matters in the case that companies expect preferential taxation treatment.

 

Q: What are the major industries promoted in the future plan of SHIP?
A: Electronics accounts for 60% of the industry output in SHIP. Besides, biotechnology, pharmaceutics, new energy and automobile are greatly promoted.

 

Q: Why clean-tech is not mentioned as promoted industry in SHIP?
A: As newly developed sector, Clean-tech takes small part in SHIP though attached with great importance. It is comparatively more developed in Bao’an and Longgang districts.

 

Q: Where do high-tech companies apply for patent?
A: Shenzhen enjoys the privilege to grant patents as a city of provincial level. The patent agency is located in SHIP. Each year, Shenzhen municipal government allocates unlimited amount of money to subsidize patent applicants and holders.

 

Q: How is the infrastructure in SHIP?
A: 20 circulating buses were put into use within SHIP on December 2008. 4 new lines of buses have been introduced recently. Eastern railway that connects Huizhou, Shenzhen and Hongkong will be put into operation in 2010. Special railway for passenger that connects Guangzhou, SZ and HK will be put into operation in 2011. Bao’an and Hongkong airports have established special zones to facilitate international check-in. An underground tunnel that connects Shenzhen airport and Hongkong airport is under construction.  The Pearl River Delta region is the only province that obtains the central government’s support in terms of development planning.
