为贯彻落实《国务院办公厅关于搞活流通扩大消费的意见》（国办发[2008]134号），2009年中央财政设立了中小商贸企业发展专项资金，其中安排4.8亿元用于中小商贸企业融资担保业务补助，1.2亿元用于内贸信用险保费补助。
