柳斌杰表示，将推动著作权法等有关法律的修订、起草工作。争取年内出台《教科书使用作品付酬办法》。充分发挥我国民间文学艺术方面的资源优势，积极推进《民间文学艺术著作权保护条例》的立法工作。大力支持各地制定促进当地经济社会文化发展的地方性法规和政府规章。
