The government-owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations in over a 130 countries. We have been working in China for more than 30 years.
As an instrument of bilateral cooperation, GIZ acts on behalf of the German government and in the interests of both Germany and China. We provide a platform for dialogue and cooperation as well as policy advice to the Chinese government. In doing this, our work strongly supports China’s reform processes to build a sustainable balance between economic growth, social equality and environmental protection.
The Sino-German Quality Infrastructure Project
China and Germany are the two major trading partners connecting Asia and Europe. With a continuously growing bilateral trade volume, persistent technical barriers to trade and problems of product safety and quality are affecting enterprises and consumers throughout China and Europe.
To foster more favorable circumstances, the German Federal Ministry for Economic Affairs and Energy (BMWi) has commissioned GIZ to implement the Sino-German Quality Infrastructure Project (QI Project) in China. The QI Project is supporting the Sino-German Working Group on Product Safety as well as the Sino-German Commission on Standardization Cooperation and further dialogues on quality infrastructure and trade with the overall aim to improve the safety and quality of traded products and support the harmonization of the Chinese quality infrastructure with international standards.
The QI Project focuses on all areas of quality infrastructure, including metrology, standardisation, conformity assessment and market surveillance, as well as general market access and production conditions. Main partners to the project are ministries and government authorities in both countries as well as private sector institutions such as trade associations, research institutes and companies.

In Short
We are looking for a highly-motivatedandprofessional team player with experience in regulatory or government affairs in areas related to quality, product safety and/or technical market access. The successful candidate will be responsible for a comprehensive range of tasks in project management as well as industry and government relations. These include the advisory to public institutions, industry associations and enterprises as well as the strategic planning of project activities and their implementation within the framework of the Sino-German bilateral multi-stakeholder dialogues on product safety and standardization.
Task Profile:
Government Relations and Partner Management:
- To liaise with Chinese governmental authorities and public institutions, provide technical and organisational information, advise and support the bilateral dialogues.
- To liaise with German and Chinese manufacturers and associations, align topics and activities, provide advisory and support for the bilateral dialogues. To actively monitor the partner network and identify relevant new partners and topics.
Strategic planning and implementation:
- To support the development of a strategic approach for the bilateral cooperation in the different areas of quality infrastructure, incl. the identification and analysis of important new policy and regulatory developments.
- To plan and coordinate the implementation of related activities with a strong focus on results achievement
Reporting and knowledge management:
- To report about important developments and the overall implementation of the project towards governments and project partners.
- To support innovation and knowledge management in the project and contribute to the project documentation.
Skills & experience
- Masters/MSc in an area that is related to the project’s topics, e.g. economics, business engineering, international relations, etc.
- 3-5 years professional experience, preferably in business or government, with at least 1 year professional experience in a comparable position.
- Fluency in Chinese and English (written and spoken), German skills are considered a strong plus.
- Excellent interpersonal and communication skills.
- High work ethics, reliability and motivation. The successful candidate must be able to handle multiple simultaneous assignments with competing priorities and fixed deadline.
- Excellent organisational and project management skills. Efficient, accurate and high quality delivery of all work-related output.
- Very good working knowledge of common IT and communication applications.
