The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in China
As a non-profit, federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is active in over 130 countries worldwide, implementing international cooperation projects and measures in the field of sustainable development on behalf of the German Government, as well as other national and international clients (e. g. EU, private enterprises, and foundations). In addition, GIZ is also engaged in the field of professional training around the globe.
With over 30 years of experience implementing projects in the People's Republic of China, GIZ provides policy advice on various topics and sectors relating to China’s reform process, including: environmental protection, sustainable economic development (especially renewable energies and energy efficiency), sustainable urban development, sustainable transport development, vocational training, law, product safety and consumer protection.
The performance profile of GIZ is continually being adapted to the cooperation needs of both countries – within the framework of the “Comprehensive Sino-German Strategic Partnership” – as well as within the framework of the dynamic changes occurring as a part of Chinese reform policies. In addition, GIZ works as both adviser and service provider at the interface between the economic and political spheres. GIZ is also active in those fields in which German actors possess in-depth profiles and competitive advantages, and where German expertise is in high demand.
Mobility and Fuels Strategy as a Contribution to the Transport Transition in China
In January 2017 the German Federal Ministry of Transport and Digital Infrastructure (BMVI) has commissioned GIZ to implement the project “Energising Transport and Mobility: Mobility and Fuels Strategy as a Contribution to the Transport Transition in China – Pilot in the Jing-Jin-Ji Region”. This project is based on the first commissioning by the BMVI in 2015 implemented in cooperation with the Ministry of Transport (MoT) of the People’s Republic of China and its think tank Transport Planning and Research Institute (TPRI). The purpose of the project was to identify current development trends, barriers and prospects of key segments for a Mobility and Fuels Strategy (MFS) in China. Particular emphasis was given to transport demand, fuels and alternative drive systems.
The main objective of the new project is to promote the adoption of the example of the German Mobility and Fuels Strategy by the Chinese government in a participatory strategy process as well as the implementation of this project in one pilot region (Jing-Jin-Ji region: Beijing, Tianjin and Hebei province). The scientific foundation for the Mobility and Fuels Strategy is developed on the basis of short studies on mobility topics (e. g. urban mobility concepts, regional transport and digitization in urban transport) as well as fuel issues (e. g. alternative drive technologies in heavy-duty traffic and development of charging infrastructure). The results are integrated into an inter-ministerial policy dialogue on different MFS topics at national level. Further, the inclusion of the private sector will help to increase the relevance and innovative content of the expert discussions and promote the practical implementation of the MFS in China and Germany.
Main partners to the project are ministries and government authorities on national and local level in both countries as well as private sector institutions such as research institutes and companies.

In Short:
In our project “Energising Transport and Mobility: Mobility and Fuels Strategy as a Contribution to the Transport Transition in China” based in Beijing we are looking for a highly motivated and professional team player with a strong technical background, ideally in areas related to transportation and logistics (aviation, shipping, automotive). The successful candidate will be responsible for a comprehensive range of tasks in project management as well as government relations. These include advisory services to ministries, cooperation with public and research institutions as well as the planning of project activities and their implementation within the framework of the project.
Key Tasks:
§ Technical and organizational support in implementing project activities and events in coordination with the project team
§ Maintaining and establishing public relations to stakeholders from politics, industry, science and civil society
§ Policy advice, government relations and partner management
§ Coordination, monitoring, reporting and knowledge management of project components
§ Technical instruction of national co-workers and reviewers on project key topics
§ Facilitating exchange of technical know-how between German experts and relevant stakeholders for transport and mobility in China
§ Support and facilitation of research and development partner cooperation, including own research
§ Translation and interpretation
Skills & experience
Requirements:
§ Master and/or Bachelor university degree in an area that is related to the project’s topics, e. g. environmental, electrical or traffic engineering, sustainable, integrated energy or transportation.
§ Ideally 1-3 years professional experience, preferably in the fields of sustainable and integrated energy or transportation.
§ Basic knowledge of the international discussion on energy and transport transition.
§ Chinese mother tongue and fluency in English (written and spoken). German skills are considered a strong plus.
§ Excellent interpersonal, communication and networking skills. Political sensitivity in an international setting is very important.
§ High work ethics, reliability, personal integrity and motivation. The successful candidate must be able to handle multiple simultaneous assignments with competing priorities and fixed deadlines.
§ Excellent organizational and project management skills. Efficient, accurate and high quality delivery of all work-related output.
§ Very good working knowledge of common IT and communication applications.
