EU Tour - Meeting with DG Grow on Public Procurement

Ÿ   DC opened the meeting by thanking the opportunity and updated the restructuring of Public Procurement WG at the Chamber.

Ÿ   George commented the lack of industry support for recent EU-China exchanges on Public Procurement. He noted that the industry had to speak, otherwise, it is better for them not to attend the event at all.

Ÿ   He continued to update the concluding session with MoF. According to MoF, it does not have the mandate to centrally coordinate with other relevant Ministries to enable the modification of the GPA offer.

Ÿ   The EU is encouraged by MoF to write to State Council to revise the mandate of MoF during mid-Feb conference in Geneva.

Ÿ   MoF is sending a delegation to the EU in the first half of 2016.

Ÿ   MoF suggested a higher-level symposium on PP.

Ÿ   DC updated the proposed meeting with Chinese Ambassador on Wednesday and suggested approaching DRC.

Ÿ   MX: Public Procurement issues faced by HCE sector and definition of domestic goods.

Ÿ   George: It was planned by the Chinese side that a conference with provinces which are not under the offer urging them to reform.

Ÿ   The definition of domestics good was last brought up by the EU side in Sept., 2015. However, at the moment, it was not on Chinese side’s priority list.

Ÿ   He hoped that more active participation from HCE could be noticed.

Ÿ   Action: MX to inform Jessica Yuan to provide more info to the unit.

Ÿ   YJZ: NDRC encourage foreign companies to set-up JV with Chinese companies to engage in local R&D.
