EU Tour –PCR Working Level Meeting

Ÿ   MZ expressed gratitude to the officials we met this time and introduced the Position Paper regarding the PCR group. He went through the KRs of the paper one by one and emphasised that, after the Tianjin Blaster, the national and local level government have paid more attention to the storage of the dangerous chemicals and that the PSM processing measurement has been accelerated. 

Ÿ   Overcapacity issue was raised by both sides, MZ explained the demand and supply relations in China and suggested to relocate resource per capital and invest with better planning national wide. Iron and Steel, Cement, PCR, Glass and Coal are  5 sectors facing over capacity; moreover, migration issue will  be challenging shortly, since the  permission of working and staying in cities include BJ, SH, SZ, GZ, TJ, CQ is getting tighter. Estimated 6% GDP growth will be needed to stabilize the employment market, which means accommodate fresh graduates, immigrants and fresh colleagues’ graduates will cost 20-25 million job vacancies every year.

Ÿ   13 FYP was mentioned by MZ, and the comments collecting meeting was held in November 2015. Innovation, IP protection and Overcapacity were covered in the plan, which will be issued in May 2016 and shall focus on protecting core innovation from MNCs and reduce the over subsidies to the SOEs.

Ÿ   ETS was mentioned many times during the talk. BM would like to find right contact within EU Delegation in China via the PIC at the chamber.

Ÿ   MZ also referred the China Petro Chemical Industry Federation to the official in order to know more about the industry in China.

Ÿ   DN asked about the differences regarding categorises of dangerous chemicals, non-dangerous chemicals, and chemical material between China and EU system.

Ÿ   Finally, MZ mentioned that European Chamber and Commission should build closer contact and have regular exchange. He agreed to facilitate the contact for this purpose.
