Exclusive Dialogue with NDRC on Negative List

At the Dialogue, DDG Song briefed on the development of the negative list in China from the very beginning, the principles guiding the formulation of the Draft Market Access Negative List (Trial Version), i.e. one list, two categories, three access options, four interlinks, five formulation principles and six reform measures. He talked about the differences between the negative list applied to the Free Trade Zones and the Draft Market Access Negative List. In the Q&A session, DDG Song answered questions regarding the relations among the Catalogue for the Guidance of Foreign Investment Industries, the Negative List applied in the FTZs and the Draft Market Access Negative List; future legal framework regulating the foreign investment in China and implementation of the Draft Market Access Negative List among different departments, etc.

DDG Song called for comments from European businesses on the Draft Market Access Negative List and welcomed the input from the Chamber. After the meeting, a WeChat group was set up among the participants and the NDRC officials to further enhance communications between the government authorities and the businesses.
