Meeting with Shanghai Transport Commission on Shanghai International Shipping Center Regulations and Plans

In the meeting, Ms. Jing Yan, Deputy Director of the Department of Shipping Development of Shanghai Transport Commission, introduced the newly released Regulation on Promoting Shanghai International Shipping Center. Ms. Jing acknowledged Shanghai's disadvantages and challenges in taxation policies, labor cost and other business environment issues in comparison with other regional shipping centers such as Hong Kong and Singapore. She explained that this circular only stipulates principles in shipping center initiative, given the complicated nature of maritime issues and conflictive interdepartmental interests. Shanghai will further gain support from national government to promote international shipping center in terms of taxation, talent, finance, etc. After the meeting, both sides agreed on organizing a seminar in the near future on the interpretation of this regulation and the 13th Five Year Plan of shipping development.
