Meeting with Shenzhen HFPC on Bundled Hospital Payment

The Healthcare Equipment (HCE) Working Group met with the Vice Director of the Health and Family Planning Commission of Shenzhen Municipality (Shenzhen HFPC) to discuss the effects of the recently introduced bundled payment of medical services at Shenzhen hospitals.

With effect of 01 December 2016, hospitals in Shenzhen have started to bill patients for 30 different "bundled" medical services. In the past, each medical devices and the service of medical personal were billed separately, now the hospitals charge a total fee, independent of the price of the applied medical devices.

The industry is concerned that a fixed bundled fee will exclude expensive high-end medical devices from the market, possibly leading to deteriorated quality of medical treatment and safety risks for medical personnel.

Shenzhen HFPC stated that it is necessary to control medical expenses, avoid over-medication and build-up an awareness in hospitals for the necessity of economical operation. Quality of treatment and safety of personnel still have highest priority.

The HCE Working Group and Shenzhen HFPC will continue to monitor the effect of bundled hospital payment and continue their dialogue.
