Seminar on Guofa No. 39 with Shanghai Pudong Commerce Commission

On 6 September, Ms. Helei Fu, Senior Government Affairs Manager, was invited to attend a seminar on Guofa No. 39 organized by the Pudong Commerce Commission and shared the Chamber’s views on the document. The Chamber is particularly encouraged to see the calls for specific timetables and roadmaps on achieving openness in individual industries. If effectively implemented, these measures would greatly improve China’s business environment, increase predictability and make it a more attractive destination for foreign investment. Ms. Fu also provided the local authorities with several recommendations including granting greater market access to foreign business, strengthening enforcement of IP protection, issuing visas for foreign interns, etc. Other participants from local MNCs raised some common issues that they face in their daily operation, which include market access restrictions on certain industries to FIEs, difficulty in transferring profits abroad, lack of official access to local investment policy, rising competition from other cities and regions, unpredictable regulatory environment, etc.
