Meeting with Development and Reform Commission of Guangdong Province

On Jan 24th, 2014 the Environment Working Group of the European Chamber, PRD Chapter met with the Guangdong Province Development and Reform Commission to communicate about the Pilot carbon trading schemes in China. Despite participation in the clean development mechanism (CDM) market in China, the role and extent to which foreign entities are allowed to enter into the domestic pilots remain unclear, particularly in the areas of certification and verification of carbon emissions reduction. This meeting, thus, served as an opportunity to discuss and address market access issues related to foreign participation in China’s pilot ETS, compliance& fungibility of credits across the pilot ETS schemes as well as trading and pricing of credits. The meeting concluded with EU Business in China Position Paper 2013/2014 handover by the European Chamber Delegation to Mr. Chen Yijun, Deputy Director of the Resource – Saving and Environment Climate Division of Guangdong Province Development and Reform Commission.
