Meeting with State Administration of Taxation on Implementation of the Law on Environmental Protection Tax

Chamber National Vice Chair of Environment Working Group, Mr Gianluca Ghiara commenced this meeting by expressing warm welcomes to Deputy Director General (DDG) Sun Qun, Department of Property and Behavior Tax of State Administration of Taxation (SAT) and Chief Office Zhang Yanchao, Department of Property and Behavior Tax of SAT, and attaching great importance to the impact of the Implementing Regulations of the Law on Environmental Protection Tax Law on the member companies.  DDG Sun Qun divided his presentation into eight sections, including taxpayer and identification on taxpayer, distinction of taxable and non-taxable conditions, determination on taxation bases of solid waste, determination on taxation bases of noise, special circumstances where the taxation is based on the volume of pollutants generated, application of methods based on volume of pollutants discharged, tax reduction and exemption, comparison and review on taxation. DDG Sun and Mr. Zhang also replied to the questions raised by the members subsequently.

This meeting concluded with Mr Gianluca Ghiara presenting the European Chamber Position Paper 2017/2018 to DDG Sun and the hope of establishing dialogues on a regular basis between the European Chamber and SAT on the environmental protection tax.
