Meeting with National Immigration Administration (NIA) and the Beijing Municipal Public Security Bureau, Exit-Entry Administration Department

 

On 1st November 2019, the European Chamber Human Resources Working Group and Forum representatives met with officials in Beijing from the National Immigration Administration (NIA) and the Beijing Municipal Public Security Bureau, Exit-Entry Administration Department, to discuss a number of difficulties European companies are currently facing in China regarding foreign talent attraction due to entrance and settlement issues.

Concerns raised by European Chamber representatives during the meeting included the need for a nationwide risk-free internship visa policy, complex Green Card application requirements and process, differences in implementation of secondment visa policy at the local level, repetitive visa and residence permit application process in case of workplace transfer between cities within the same company, challenges posed by the low retirement age visa requirement, unclear procedures regarding the recognition of vocational training certificates, as well as the scrapping of several tax allowances (i.e. for education, housing etc.) for foreigners under the new Individual Income Tax Law.

At the end of the meeting, Adam Dunnett, secretary-general of the European Chamber presented the European Business in China Position Paper 2019/2020 to the visiting government officials.
