Exclusive Dialogue with Director General Han Shengjian, Hainan Provincial Bureau of International

China is aiming to establish a set of free trade port (FTP) policies focusing on trade and investment facilitation across the whole island of Hainan by 2025, building an economy with a new height of openness by 2035 and a high-level free trade port of global influence by the middle of the century.

On the afternoon of 18th June, the European Chamber held its exclusive dialogue with Director General (DG) Han Shengjian, Hainan Provincial Bureau of International Economic Development on the interpretation of policies and future plan of Hainan Free Trade Port. The webinar included nearly one hour of Q&A section for representatives from various industries to discuss their questions with relevant departments of Hainan government.

China is going to align with high-level global economic and trade rules and planning to build Hainan FTP into a flagship of China’s opening-up and a key opening door in the new era. DG Han stated that it is not built overnight, but step by step. Hainan will construct basic service, realize investment convenience, and build systemized mechanism by 2025, will realize six frees by 2035: free trade, investment, capital, visa, transportation, and data.

DG Han pointed out that Hainan will focus mainly on three industries: tourism, modern service, new and high-tech industries. He believes after 2025, everyone can run a duty-free shop and can buy duty-free products without categorical limits. It is expected that Hainan will become the global shopping centre.
