Comments to Sichuan HSA's Draft "Plan for Centralised Procurement of Medical Consumables"

The Healthcare Equipment (HCE) Working Group submitted comments to the Sichuan Healthcare Security Administration's (HSA's) draft "Plan for Centralised Procurement of Medical Consumables".

The document of Sichuan HSA gives a rough overview of different options for centralised procurement of disposable medical devices.

The main concerns of the industry:

1. The document does not specify different quality levels. Though not very scientific criteria, the working group recommends to procure locally produced and imported disposable devices separately

2. Volume-based procurement does not make sense in a limited region. Therefore the working group recommends to conduct volumen-based procurement on provincial level only, not on lower levels.

In addition to these two main recommendations, the working group submitted 15 rather technical recommendations, e.g. on set-up and maintenance on product codes for procurement databases.
