Roundtable with MOFCOM Official on European Business Operations in China

On 4th November, nine representatives from eight working groups met with Mr. Wu Di, Deputy Director of the Foreign Investment Administration in the Ministry of Commerce, to discuss the current legal and industrial challenges facing foreign companies in China. Ms. Helei Fu, Government Affairs Director of the European Chamber, presented the key recommendations in the Chamber's Shanghai Position Paper 2020/2021 and briefly described the impact of the COVID-19 on foreign business in China.  She and the representatives then discussed and reviewed the problems of the amended Individual Income Tax Law, the vague wording in the new Shanghai Foreign Investment Regulations, unfair treatments in the government procurement process, restrictive market regulations in the energy market, cross-border e-commerce, asymmetric treatment compared to domestic business, and excessive regulations affecting the supply chain.
