Meeting with Tianjin Power Exchange Center, State Grid

The European Chamber Tianjin Chapter, together with representative of 18 member companies, met with the Tianjin Power Exchange Centre, led by Xing Ligong, director of the Marketing Department, on 13th August. Tianjin Chapter Chair Christoph Schrempp and board member Florian Thomas Mack led the Chamber delegation.

The meeting focussed on the upcoming local green electricity transaction, which the Centre has indicated is expected to take place by the end of 2021. The Tianjin Power Exchange Centre, under management of the Tianjin Development and Reform Commission and the Tianjin Industrial and Information Technology Bureau, is responsible for implementing the transactions. Besides the first trial transaction, preparations are underway in regard to the related future transaction mechanism and rules.

Tianjin Power Exchange Centre informed the Chamber that Jing-Jin-Ji region and Yangtzi River Delta Area have been confirmed by the Central Government as the trial zone of green energy, which is part of the power market reform.

At this moment, local green electricity transactions are at a stage of informal “call-for-comments”, since the transaction regulations and rules have not been confirmed nationally and locally. In terms of contacting foreign-invested manufacturers, the Tianjin Power Exchange Centre hopes to work with the European Chamber. They are trying to touch base with Tianjin Development and Reform Commission and Industrial and Information Technology Bureau to make regulations and rules. In order to doing so, they

  • Encourage companies who have green energy demands to register with them as users, so that to get updated info & involve in potential transactions;
  • Collect demands for valid transaction proof/evidence (eg. provided by the Centre or other authorities, in which form, etc…);
  • Collect estimated committed demands for green electricity in the context of rising unit prices;
  • Pros & Cons of getting I-REC certificate vs. local green electricity transactions.

Most of the discussions on Friday meeting focused on the last three points.
