Sent comments to CCPIT regarding government procurement

On 4th March, the European Chamber sent comments to the China Council for the Promotion of International Trade (CCPIT) regarding the challenges and concerns faced by the foreign-invested companies in the government procurement activities in China.
Comments were mainly collected from the medical device sector and were focused on the following issues from the local-government level:
- one-size-fits-all restrictions from local governments on the amount of equipment purchased;
- Reduction of the frequency of approval and submission of purchased imported products, resulting in increased processes and difficulties in purchasing imported equipment;
- Suspension of the procurement demonstration activities of imported products in different forms.
Main recommendations were made as follow:
- Enterprises should be guaranteed with equal right to participate in government procurement activities;
- Government bodies should employ appropriate methods to solicit the opinions and increase the transparency of key activities;
- Interpretation of important laws and regulations and policies should be provided to strengthen and align the understanding between various government departments;
- More considerations should be given to the quality and performance of products.
