European Chamber South China Delegation Meets with MOFCOM Guangzhou Office

On 8th August, Klaus Zenkel, vice president (VP) of the European Chamber and chair of the South China Chapter, led a delegation to meet with the Ministry of Commerce (MOFCOM) Guangzhou office. The delegation included Ms Janet Zhang, chair of the South China Finance and Taxation Working Group, and Ms Zhou Fang, chair of the South China Human Resources Working Group. The delegation met with Mr Xie Ying, deputy commissioner of MOFCOM Guangzhou.

VP Zenkel introduced the Chamber’s Business Confidence Survey 2023, highlighting the key national and South China-specific findings. He also emphasised the need for more English-language information on Greater Bay Area (GBA) policies, and suggested showcasing GBA achievements. In addition, he also stated that enhanced market access for foreign companies was essential. Ms Zhang highlighted concerns regarding GBA preferential individual income tax (IIT) policies and advocated for maintaining IIT exemption for specific non-cash benefits provided to foreign employees in China. Ms Zhou underscored the importance of nurturing technical talents to align with foreign business needs.

Mr Xie Ying expressed gratitude for the valuable insights shared by the European Chamber delegation, and assured them that their concerns and recommendations for the South China region would be relayed to MOFCOM. Mr Xie reaffirmed the government's commitment to attracting and supporting foreign business, and shared related policies and mechanisms.

The European Chamber delegation's meeting with MOFCOM Guangzhou facilitated valuable exchanges on business confidence, policy continuity and talent development. The commitment to enhancing the business environment for foreign-invested enterprises and fostering mutual growth was mutually acknowledged.
