Joint WG Meeting on Green Electricity Certificates (GEC) with National Energy Administration and China Renewable Energy Engineering Institute

On 28th September 2023, the European Chamber Energy Working Group and Enviornment Working Group co-organised the hybrid meeting on Green Electricity Certificates (GEC): Policy Updates and Industrial Exchanges and invited the officials and experts of relevant departments to discuss the latest policy updates on GEC, promote the exchange of the industry, and improve the green power consumption capacity of multinational companies.

Ms. Kitty XIA, Vice Chair of Energy Working Group, and Mr. Jet CHANG, Vice Chair of Environment Working Group together made opening remarks to overview the past efforts made by the Chinese government and the European companies to advance the development of green electricity and green certificate trading, both of which are essential to the achievement of carbon neutrality and also a pillar of this year’s EU-China High-Level Dialogue.

Mr. CUI Guangsheng, Deputy Director, New Energy Department, National Energy Administration (NEA) delivered a keynote speech on China's Renewable Energy Development and GEC Policy System, debriefing on the history, significance and application scenarios of GECs. Mr. GUO Yanheng, Deputy Chief Engineer, China Renewable Energy Engineering Institute (CREEI) presented another keynote speech on Status and Prospects of Green Certificate Development in China, underlining the full-coverage of GEC according to the new policy. He stressed that registration is the prerequisite of issuance of GECs, which could provide a national endorsement for green electricity consumption and guaranteed its traceability. Problems concerning the difference of green electricity trading and green certificate trading, the issuance and purchasing weight of GEC, and the issuance of GEC for distributed solar photovoltaics (PV) were covered in the small Q&A session right after the speeches.

 

After a short tea-break, Ms. Kitty XIA, Vice Chair of Energy Working Group, moderated the panel discussion, focusing on topics including green power consumption methods by multinational enterprises, the alignment between GEC and China’s carbon market, and the international recognition of GEC, among others. The panelists included Mr. LIU Wei, Foreign Affairs Committee Member from China Energy Research Society; Mr. MA Weiwei, Director of Dual-carbon Economy Research Centre from CCID Consulting of Ministry of Industry and Information Technology (MIIT); Ms. Lijie ZHANG, Senior Power Market Intelligence Manager from EDF Renewables; Mr. Tianyi SHI, Industrial Energy and BES Project Manager from Veolia; Ms. Kathy REN, General Manager from ACT Commodities China; and Ms. Xiaolu CHEN, Public Affairs and Joint Venture Relations Manager from Volkswagen.
