Shanghai Chapter Attended Shanghai Vice Mayor Hua Yuan Roundtable

On 25th October, European Chamber Shanghai Chapter Vice Chair Jens Ewert, along with fellow chambers of commerce, attended the roundtable with Mr. Hua Yuan, Vice Mayor of the Shanghai Municipal People’s Government, to exchange views on the business environment in Shanghai.

The roundtable was hosted by the Shanghai Municipal Commission of Commerce (SCOFCOM) and chaired by the SCOFCOM Director General Zhu Min. SCOFCOM Deputy Director General Zhu Yi, along with representatives from Shanghai Development and Reform Commission, Shanghai Economic and Information Commission, Shanghai Market Regulation Administration and Shanghai Foreign Affairs Office.

During the discussion, Vice Chair Ewert provided key takeaways from the European Chamber’s latest Business Confidence Survey and Position Paper. He recognised the importance of the 24 Measures and the extension of the individual income tax (IIT) regime in recovering business confidence, but also pointed out the existing challenges facing European businesses in China and in the city. The topics included the operational costs of foreign business, the implementation of the National Reimbursement Drug List (NDRL) in hospital listings, cross-border data transfers and carbon neutrality.

Vice Chair Ewert expressed appreciation for the open channels of communication provided by the municipal government and called for deeper engagement at the district level.

Vice Mayor Hua Yuan highly valued the input and hoped to maintain a regular dialogue with the chambers to further improve the business environment in Shanghai.
