R&D Working Group Meeting with CPPCC Shanghai

Mr. YU introduced the ongoing consultation process of CPPCC Shanghai to develop proposals by the end of 2015 on how to transform Shanghai into a global Innovation Centre. He insisted that in his opinion, there is a need to develop a more liberalised environment relying more on the market to attract R&D operations of foreign companies.  

He introduced as well the recent administrative reforms and ongoing projects existing in Shanghai to improve and develop the offer of the High Tech Industrial Parks. 

Members of the R&D Working Group shared their concerns about the fact that despite being an attractive destination for R&D investments, with a very welcoming discourse from the top level authorities, the local administrations at a working level still makes it extremely difficult to invest or developp R&D activities in and around Shanghai. Other issues such as IPR protection enforcement and human ressources challenges companies are facing were also raised. 

It was agreed that these concerns can and need to be addressed in order to transform Shanghai into a real global innovation centre and that the European Chamber with the support of CPPCC will organise a bigger scale event with the relevant local authorities of the Shanghai government after the Chinese new Year.
