Meetings with DG Trade on Auto Sector on working groups and auto sector in China

During the meeting, it was pointed out that a sustainable mobility system will be built based on a well-designed punishment or encouragement mechanism for sustainable developments and CO2 emissions control. Otherwise, the EV would not be considered as the only solution since the introduction of NEV which defines a big market rather than merely define a format of energy shall be used. It was also suggested to strengthen the public transportation to solve the congestion situation in cities and to enhance road safety awareness education by introducing the good driving habit and health consumption of real product for cars.

 

As to the IP issue, in light of the fact that a car is actually a system, transferring of technology is not like the design of the parts. The core of this is how to put the parts together.

 

In addition, it was suggested that the bilateral investment arrangement and Market Access which including requirements from Joint Venture (“JV”), allocation of factories plan and RD Center plans shall not be asked and consulted since they are completely internal plans within companies.

 

Otherwise, one point of view offered during the meeting was about that there exists dilemma for local companies’ observation on central policy and local incentive. The complicated and subtle relations between rule of law and rule by law make the prediction of the trends of policy unclear and quite difficult.

 

 

Another issue about EV was pointed out that battery subsidies from local government are currently only to Chinese companies. Therefore, it is quite necessary to find out some ways to harmonize the charging infrastructure in order to avoid potential problems of market access.

 

The last point was about the China EV 100 platform has been introduced to DG TRADE, especially for the situation of parallel importation in China SH FTZ.
