Letter to the Ministry of Commerce Regarding Issues in the Guidance for Existing Urban Rail Transit Lines Renovation in China

On July 8th, the Rail Working Group submitted a lobby letter to the Ministry of Commerce regarding issues in the Guidance for Existing Urban Rail Transit Lines Renovation in China issued by the China Association of Metros.

Recently, the China Association of Metros (CAMET) issued the Guidance for Renovation of Existing Urban Rail Transit Lines in China (hereinafter referred to as the Guidance). It consistently emphasises the “principle of self-reliance” from its tasks and objectives to its key procurement requirements and technical certification and fails to ensure the equal participation of both domestic and foreign enterprises.

The Rail Working Group is concerned that the Guidance risks excluding and restricting FIEs from participating in the Chinese urban rail market under the pretext of the existing line renovation. The implementation of these measures is expected to have adverse effects within the industry. Therefore, the working group submitted the lobby letter to appeal to the Department of Foreign Investment of the MOFCOM to pay attention to the document and urge the CAMET to revise the Guidance.
