Dialogue with Pudong Vice Mayor Yang Chao

Carlo D’Andrea, Vice Chairman of the European Chamber of Commerce and Dr Ioana Kraft, General Manager of the Shanghai Chapter met with the Vice District Mayor of Pudong Mr Yang Chao and his colleagues together with our AC members. During the meeting issues were discussed regarding vaccination for expats, individual income tax reform, and high-tech enterprises recognition, etc. Mr Yang asked his colleagues to follow up on the issues raised and welcomed increasing communications between the Pudong government and the European Chamber.

Meeting with Chairman of Shanghai Foreign Investment Association

On 24th February, the European Chamber Shanghai Chapter General Manager Dr Ioana Kraft met with Mr Huang Feng, Chairman of the Shanghai Foreign Investment Association. Mr Huang introduced the newly established foreign invested enterprise rights and interest protection department under the association, which provides services on complains regarding foreign investment as well as legal consultation on the transitional period of the Foreign Investment Law. Dr Kraft gifted Mr Huang the Shanghai Position Paper and the Decoupling Report. And brought forward issues regarding the PU letter, vaccination for foreigners, and individual income tax reform. The two agreed on further communication and cooperation on events and information sharing.

Enquiry letter to SAMR on application of group standard for imported apparels

The Fashion and Leather Desk sent an enquiry letter to SAMR regarding application of group standard. In the letter addressed to the Department for Standards Innovation and Management, the Desk put forward the question about what standards should be indicated on imported apparels that are manufactured abroad and in compliance with Chinese laws and mandatory standards. Instead of using enterprise standard which is not efficiently representing the features of fashion goods changed per season, enterprises have to select a product standard from China's voluntary standards of textile industry. Actually, these imported apparels manufactured in Europe are following REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) and relevant label requirements, the Chinese group standard focusing on chemical safety would be more fit in reflecting the products' actual performance and quality.
