The Foreign Investment Law was adopted at the 2nd Session of the Thirteenth National People's Congress of the People's Republic of China on March 15, 2019 and shall come into force on January 1, 2020. Following this, the Ministry of Justice (MOJ) approached the Chamber for the consultation on the Regulation on the Implementation of the Foreign Investment Law (Public Consultation).

On February 22, 2019, the Legislative Affairs Committee of the Standing Committee of the National People's Congress and the Shanghai Municipal Commission of Commerce hosted a symposium to solicit opinions on the draft Foreign Investment Law.
