Representatives from the State Council included Qingde Fu, inspector at the State Inspection Office, Yifei Wang, deputy director of the Foreign Affairs Department at the Ministry of Commerce, and Lei Yang, cadre of the Basic Industry Department at the Development and Reform Commission in Chongqing.
