Comments to the WTO TBT on “Cosmetics Supervision and Administration Regulations”
WTO TBT called for public comments on “Cosmetics Supervision and Administration Regulations”. It was a good opportunity for the industry to raise our concerns again after the call for comments on this regulation by Ministry of Justice in last August. The WG also shared our comments to the EU delegation, Cosmetics Europe and PCPC.

The EUCCC Cosmetics Working Group cooperated with NIFDC and British Government on Safety Assessment Training in the past three years. We discussed the cooperation plan in 2019. NIFDC representatives also introduced a bit of their work plan of 2019.

Cosmetics Working Group submitted our comments on “Regulations on the Adjustment of the Procedure for the HP Renewal for Special Cosmetics” to NMPA. The WG welcomed such a revision of regulation as it will overall simply the renewal procedures. Some technical related issues were raised in our comments, to make the regulation more practical.

On 30th September, a delegation led by Bernhard Weber, Chairman of the European Chamber’s Nanjing Chapter paid a visit to the Administration for Industry and Commerce of Jiangsu Province (Jiangsu AIC). The Deputy Director General (DDG) of Jiangsu AIC, Li Jie, received the delegation. Officials from the Jiangsu Consumers Association and departments for e-commerce supervision and consumer protection attended the meeting.

Representatives of Cosmetics Advisory Committed (CAC) organized the 6th Annual Regulatory Conferencein Guiyang, Guizhou province this year. Representatives from NIFDC, evaluation center and Shanghai FDA attended and discussed the revision work of Safety and Technical Standards of Cosmetics, concerns of the industry in terms of products registration and evaluation, and Pudong non special imported products notification pilot. It was a good meeting for both sides which enhanced the understanding between the regulators and the industry.
Meeting with Shanghai Pudong New Area Market Supervision Administration
European Chamber CAC (Cosmetics Advisory Committee) members paid a visit to Shanghai Pudong New Area Market Supervision Administration (PDMSA) and had a friendly and constructive view exchange meeting with the Director of PDMSA.
