Meeting with Shanghai Municipal Quality and Technical Supervision Bureau on Food Contact Materials Standards and Practice
To better understand China’s Food Contact Materials standards as well as their impact on European business, the European Chamber has been delighted to receive Mr. Li Sanying, Deputy Director, Special Product Quality Supervision and Management Division, Shanghai Municipal Quality and Technical Supervision Bureau (上海市质量技术监督局特定产品质量监督管理处李三营副处长), to join an open discussion with members and share his insight on the development, applicability and implementation of China’s FCMs standards. Members were kindly invited to share their comments and raise their questions on related issues.

The Cosmetics Working Group submitted a lobby letter on the Impact of Marking Allergens in the Warning of Labels to the Evaluation Centre. Member companies faced new requirements from the experts on the products labels, which are new requirement and without transitional period given. It will have huge impact to the industry, especially the EU brands. In addition to a lobby letter to explain that there has no urgency or necessity of have such a new requirement, we also asked for a meeting to exchange with evaluation center face to face after the National Day holiday.

Cosmetics Working Group submitted the comments on the Second Call for Comments Draft on CSAR by MOJ on 31 Aug. For this round of call for comments, MOJ only chose some associations and organizations to collect written comments, and EUCCC was one of the selected ones. It was a very good opportunity for members to raise concerns and make comments directly. Our comments was mainly about products management, ingredients management, equal treatment to imported products and information disclosure.

Representatives of Cosmetics Advisory Committed (CAC) organized the 6th Annual Regulatory Conferencein Guiyang, Guizhou province this year. Representatives from NIFDC, evaluation center and Shanghai FDA attended and discussed the revision work of Safety and Technical Standards of Cosmetics, concerns of the industry in terms of products registration and evaluation, and Pudong non special imported products notification pilot. It was a good meeting for both sides which enhanced the understanding between the regulators and the industry.

The European Union Chamber of Commerce welcomes the decision of the Ministry of Ecology and Environment to call for comments on the <Draft Amendment to the Solid Waste Pollution Prevention Law>. The European Chamber welcomes this Draft Amendment as a step to make solid waste pollution prevention in China more aligned with international practice. There are, however, some aspects that we would like to comment from this Draft Amendment.
