A Discussion on the 4th Plenum

James McGregor, Chairman of APCO Greater China, gave a presentation about the outcome of the 4th Plenum. He started with an extensive overview of China's history of legal development to explain the technics the current leadership is using to mobilise people.

Despite all the mentioning of 'rule of law', laws today speak of the duty of citizens, not their rights. The 4th Plenum has the ambition to make China work with laws, however, it is expected that the party comes first, laws second. His presentation was followed by a lively discussion with the attendees.
