"Finance and Taxation Seminar in Shenyang: Insights on R&D Expense Super Deduction and Tax Risks under Golden Tax Phase IV" Successfully Held

Shenyang, December 14th, 2023 – The European Chamber Shenyang Chapter, in collaboration with Deloitte Consulting (Shanghai) Co., Ltd., Dalian Branch (hereafter referred to as "Deloitte"), hosted a finance and taxation sharing event at Alan’s Wine Restaurant. The event focused on the super deduction of R&D expenses and tax risks under the Golden Tax Phase IV.

Ms. Helen LI, tax manager at Deloitte China Shenyang Office, shared insights on the R&D Expense Super Deduction Policy Implementation Guide 2.0 issued by the State Taxation Administration in July this year. The seminar covered a range of topics including the gradual expansion of the scope of R&D activities and expenses, the definition of R&D activities, the adjustment of the super deduction rate to 100%, and the extension of eligible industries beyond manufacturing to other qualifying enterprises, the changes in the timeframe for claiming super deductions which refers to the prepayment policy, were also discussed, highlighting the positive trends and differences from previous regulations.

Helen then presented on the compliance requirements, evaluation standards, and recognition risks for high-tech enterprise applications, encompassing aspects like intellectual property protection, technological innovation capability, talent team development, and operational management standards etc. During the tea break, Ms. Qianqian TANG, a corporate tax service manager at Deloitte, engaged in discussions with the attendees on topics such as the definition and declaration of R&D expenses faced by some enterprise representatives.

At the end, Helen continued to deepen the understanding of tax risks among the participants through case studies. She introduced the characteristics and basic functions of the Golden Tax Phase IV project, the trend of "managing tax through data", key areas of tax inspection focus, common tax audit methods, and key tax risk management. This seminar provided valuable insights and deepened the understanding of fiscal and taxation policies among the attendees, marking a successful event for all involved.
