CMG Primer: Xi's Third ‘Third Plenum’ Pivots to Implementation, Doubling Down on China’s Industrial Ambition

This new CMG Primer “Xi’s third ‘Third Plenum’ pivots to implementation to double down on China’s industrial ambition” by EUCCC member China Macro Group (CMG) dissects the “resolution” as the key outcome of the ‘Third Plenum’ held between July 15-18 in Beijing which as usual focused on proposing structural reform measures.

The CMG Primer analyzes eight evolved reform principles, identifies 30 entirely new reform measures and provides deep-dives on three policy topics particularly important for European business in China: 1) how different ownership forms shall be treated more equally moving forward, 2) how the “industry-academic-research” value-chain is being further integrated, and 3) an emerging new industrial policy blueprint centered on ‘new-quality productive forces’.

It concludes that China’s reforms today – in the form of the third Third Plenum for Xi Jinping as CCP General Secretary – are pivoting to the implementation level and effectiveness aspects, putting high attention on “systemic policy design” and policy coordination. Moreover, China’s industrial ambitions are front and center in this reform package, trading off previously held ideological policy differentiations for practicality when serving China’s strategic interests.
