Ioana has been based in Shanghai since 2003 where she worked for the European Union Chamber of Commerce in China (European Chamber) from 2004 to 2022. From 2009 to 2022 she served as General Manager of the Chamber’s Shanghai Chapter and was responsible for implementation and development of European Chamber objectives, visibility, and advocacy activities on a regional level in Shanghai and neighbouring regions.

Ioana is currently an Associate Director with X-PM Transition Partners, a leading European Executive Interim and Transition Management firm with teams in Shanghai, Beijing and Hong Kong. X-PM is part of the WIL group, a network of 13 firms operating in 35 countries that deliver interim and transition solutions to clients around the world and offers a unique international “multi-sourcing” model that leverages the assets of each member firm and ensures the best assignments globally.

A German-qualified lawyer, Ioana practiced with a German law firm in Shanghai from 2003 and 2004. She also holds a PhD degree in law from Heinrich Heine University, Düsseldorf, where she worked from 1999 to 2003 as a Senior Research Assistant focussing on the areas of Civil Law, Insurance Law, Comparative Law, International Private Law and Labour Law.

Graduated in Law at the University of Teramo (Italy), he then subsequently obtained a Masters’ degree in Corporate Advisor at LUISS University in Rome and a Diploma in Chinese Studies at Nanjing Normal University and is a member of the Italian Bar Association.
Mr. D’Andrea arrived in China in 2005 and is fluent in Italian (mother tongue), English, Mandarin Chinese and Spanish. He mainly deals with cross-border mergers and acquisitions, assistance in ODI/FDI and intellectual property rights.
He is also acting as National Vice President of the European Union Chamber of Commerce in China.

Ms. Martin-Prat is responsible for the areas of Services and Digital Trade, Investment and Intellectual Property. She is also responsible for trade and investment relations with China, Japan, South Korea, Hong Kong, Macao, Taiwan and Mongolia. In her capacity, she is also the Commission's Chief Negotiator for the negotiations with China on a bilateral investment agreement. Before her current post Ms. Martin-Prat was the Head of the Copyright Unit in the European Commission. Prior responsibilities include being the Head of Unit responsible for free movement of services and freedom of establishment in the European Commission and being a member of Commissioner Joaquin Almunia's Cabinet. Ms Martin-Prat has also worked as a lawyer in the private sector and in the European Parliament. Ms. Martin-Prat is admitted as a solicitor in Spain and has two postgraduate degrees in European Law.

Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.

Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.

From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China

From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.

From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.

Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.

In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.

François Godement is Senior Advisor for Asia to Institut Montaigne, Paris. He is also a non-resident Senior Associate of the Carnegie Endowment for International Peace in Washington, D.C., and an external consultant for the Policy Planning Staff of the French Ministry of Foreign Affairs. Until December 2018, he was the Director of ECFR’s Asia & China Program and a Senior Policy Fellow at ECFR.

A long-time professor at France’s National Institute of Oriental Languages and Civilisations and Sciences Po, he created Centre Asie IFRI at the Paris-based Institut Français des Relations Internationales (1985-2005), and in 2005 Asia Centre. He is a graduate of the Ecole Normale Supérieure de la Rue d’Ulm (Paris), where he majored in history, and was a postgraduate student at Harvard University. In 1995 he co-founded the European committee of the Council for Security Cooperation in the Asia-Pacific (CSCAP), which he co-chaired until 2008. His last published book (with Abigaël Vasselier) is La Chine à nos portes - une stratégie pour l'Europe, Odile Jacob, 2018, and authored in December 2019 an Institut Montaigne study, Digital Privacy, How Can we Win the Battle?.

He recently authored the following Institut Montaigne’s policy papers: Europe and 5G: the Huawei Case (May 2019, with Mathieu Duchâtel), Digital Privacy, How Can We Win the Battle? (December 2019), Fighting COVID-19: East Asian Responses to the Pandemic (April 2020, with Mathieu Duchâtel and Viviana Zhu) and Europe’s Pushback on China (June 2020).

Alicia García Herrero is the Chief Economist for Asia Pacific at French investment bank Natixis, based in Hong Kong and is an independent Board Member of AGEAS insurance group. Alicia also serves as Senior Fellow at the European think-tank BRUEGEL and as a non-resident Senior Follow at the East Asian Institute (EAI) of the National University Singapore (NUS). Alicia is also Adjunct Professor at the Hong Kong University of Science and Technology (HKUST). Finally, Alicia is and an advisor to the Spanish government on economic affairs, a Member of the Board of the Center for Asia-Pacific Resilience and Innovation (CAPRI), a member of the Advisory Board of the Berlin-based Mercator Institute for China Studies (MERICS), an advisor to the Hong Kong Monetary Authority’s research arm (HKIMR) and a Member of the Council of the Focused Ultrasound Foundation (FUF).
In previous years, Alicia held the following positions: Chief Economist for Emerging Markets at Banco Bilbao Vizcaya Argentaria (BBVA), Member of the Asian Research Program at the Bank of International Settlements (BIS), Head of the International Economy Division of the Bank of Spain, Member of the Counsel to the Executive Board of the European Central Bank, Head of Emerging Economies at the Research Department at Banco Santander, and Economist at the International Monetary Fund. As regards her academic career, Alicia has served as visiting Professor at John Hopkins University (SAIS program), China-Europe International Business School (CEIBS) and Carlos III University.
Alicia holds a PhD in Economics from George Washington University and has published extensively in refereed journals and books (see her publications in ResearchGate, Google Scholar, SSRN or REPEC). Alicia is very active in international media (such as BBC, Bloomberg, CNBC  and CNN) as well as social media (LinkedIn and Twitter). As a recognition of her thought leadership, Alicia was included in the TOP Voices in Economy and Finance by LinkedIn in 2017 and #6 Top Social Media leader by Refinitiv in 2020.
