US-China trade tensions have shaken global markets. While there is always the possibility of a “truce” being forged, a real solution emerging is unlikely to emerge in the near-term. The challenge in dealing with the US-China trade war is that Washington’s negotiations have been driven by three different constituents with conflicting objectives (White House, business community and the security establishment) while Beijing is preoccupied with its efforts to become a major technological power. A common theme underlying is the clash between two fundamentally different systems, whether it be at the global or country level. Europe’s deep economic linkages with China means that it is being affected negatively. But less well recognized is that that solution to the increasing global tensions may lie in Europe, since left by themselves the US and China appear unable to resolve their differences.

In 2018, vehicle sales in China fell for the first time in 28 years and the market continues to fall through 2019. In June 2017 China’s Ministry of Commerce (MOFCOM) published a draft Export Control Law for public comment. Almost two years later, amidst escalated Sino-US tension the draft Export Control Law re-emerged, listed in the State Council’s Legislative Work Plan for 2019. The Chinese Consumer in 2019

Media reports of slowing SUV sales and a bounce back in the popularity of instant noodles have been cited as evidence of an apparent “consumption downgrade” over the last 18 months. With the Chinese government keen to continue to push a more balanced economic growth model less dependent on investment and increasingly driven by consumption, such a cyclical slowdown is obvious cause for concern, and likely underscored a series of recent tax reform measures intended to stimulate spending.
