Extensive power cuts have and are continuing to cripple critical industrial outputs and create instability for the business landscape in China. With increased pressure from authorities to meet targets for energy reduction, the current power shortages experienced across the nation are at the forefront of China’s Carbon neutrality ambitions to peak carbon emissions by 2030 and ultimately achieve carbon neutrality by 2060. Issues are exacerbated by insufficient new energies power supply and surging prices of coal/gas that increase costs for power producers that will likely to persist this coming winter. However, we need to ensure that there is a balance between Energy Security and China’s long term carbon neutrality targets through a more sustainable approach.

Southwest China Chapter, European Union Chamber of Commerce in China will release its European Business in China position Paper 2021/2022 (Position Paper), its most important publication and the cornerstone of its annual advocacy plan. Compiled by its 35 working groups and sub-working groups over a six-month period, the 930 constructive recommendations contained in the Position Paper illustrate both the depth of the challenges faced by European companies in China and their commitment to improving the business environment.

Europe’s Transformation towards Sustainable Chemistry
With the EU Commission presidency of Ursula von der Leyen in 2019, the European Green Deal was announced to transform the EU economy into a climate-neutral and sustainable economy and to meet the UN Sustainable Development Goals SDGs. One important part of the European Green Deal is the Chemicals Strategy for Sustainability (CSS) which is bringing in fundamentally new concepts like Safe and Sustainable by-Design and Essential Use as a legal requirement. Further on well-established concepts mainly under the REACH Regulation and CLP Regulation will be strengthened resulting in decisive restrictions of entire substance groups. This seminar will discuss the latest developments since the publication of the CSS in October 2020 with two experts from Merck.

This is especially reflected through the promulgation of two data related superordinate laws that will work together with the Cybersecurity Law: one is the Data Security Law (DSL), which came into effect since 1st September 2021, and the other being the Personal Information Protection Law (PIPL), to be enacted on 1st November 2021.
The European Chamber is delighted to invite our members to our next annual Cybersecurity Conference, where we invite the right experts, at the right time, to decipher the increasingly complicated cybersecurity management framework in China to better prepare our audience to what is coming or is present.

After China’s proposal for a ‘Global Data Security Initiative’ in September 2020, China has stepped up its cyber-related legislation in 2021 with an unprecedented speed. This is especially reflected through the promulgation of two data related superordinate laws that will work together with the Cybersecurity Law: one is the Data Security Law (DSL), which came into effect since 1st September 2021, and the other being the Personal Information Protection Law (PIPL), to be enacted on 1st November 2021.

The two laws, along with other recently promulgated regulations falling under the Cybersecurity Law, are to bring heavy impact to the business community in China. Foreign companies that previously had a global approach to data protection and compliance are pressed to revise their regional cybersecurity compliance and re-organize its China strategy vis-à-vis the new regulations, as the new laws and regulations might pose restrictions, additional compliance burdens, or risks, to their current cybersecurity practices.
