为进一步推动环境治理基础制度改革，改善环境质量，2016年11月，国务院办公厅印发了《控制污染物排放许可制实施方案》，系统提出了排污许可制改革的顶层设计，明确要求将排污许可制建设成为固定污染源环境管理的核心制度，实现对固定污染源的“一证式”管理。2019年底，又进一步扩大污染物排放管理所涉行业，收紧对污染物排放的管理。而企业自行监测，又是许可证中台账管理的重要组成，也是企业自证守法的重要依据。
