Cybersecurity Law has heavy impact the business community in China; particularly, cross-border data transfer requirements are likely to be thorny for companies. The Measures for Security Assessment of Data Exports came into force on 1st September, 2022, to guide and assist data handlers in standardising and orderly reporting security assessments for data export.

What are the latest policies on cross-border data transfers, data authentication and data sharing? By analysing data export policies, foreign companies taking a global approach to cybersecurity and compliance can revise their regional cybersecurity policies and current cybersecurity practices.

At the event, Mr Carlo Diego D'Andrea, Vice President of the European Chamber and Chairman of the Shanghai Board will present the key national findings of this year’s survey with a local Shanghai focus to explore the reasons behind Shanghai’s decreasing allure as a destination for regional HQs.

Since China ended its ‘zero-COVID’ strategy, Chinese officials have been on a charm offensive in an attempt to restore the country’s allure as an investment destination. However, more will need to be done if China is to successfully reverse the deterioration of business sentiment that has taken place over the past three years.

European companies have already begun shifting investments overseas and faced with growing risks and a more volatile operating environment, many have adjusted their investment and operational strategies. There is now an increased focus on making operations more durable—for example, through localisation or diversification of supply chains—as opposed to capturing market share. With China’s economy facing numerous headwinds, this trend appears set to continue at least into the medium-term.

China has progressively stepped up enforcement of its anti-monopoly and data security regulations.
