Logistics Working Group Meeting | Customs Special Supervision Areas

Since the establishment of the Shanghai Waigaoqiao Free Trade Zone in 1990, the State Council has approved the set-up of over 160 Customs Special Supervision Areas (CSSAs) in terms of bonded zones, export processing zones, bonded logistic parks, bonded ports, comprehensive bonded zones and cross-border industrial zones. Each of these areas enjoys different preferential benefits, is regulated by different policies or rules and runs different processes.

The Logistics Working Group welcomes Mr. Eric Zhou, Head of Trade & Customs, KPMG China, to discuss the latest policy development of CSSAs and give a comprehensive review on the overall regulatory framework.

China's Ministry of Commerce (MOFCOM) published the draft Export Control Law for public comments via a circular on 16th June 2017. If enacted, the China's new Export Control Law will be the first set of comprehensive and unified export control legislation in China, which is aimed at upgrading the country's existing regime consisting of various administrative regulations and rules.
In March 2019, the State Council issued its legislative proposal for 2018. Amongst the proposed bills for submission to the Standing Committee of the National People’s Congress this year is the Export Control Law. There is no guarantee that this bill will be passed into law this year but it is high on China’s priority list and is widely expected to be enacted within the calendar year.
The European Union Chamber of Commerce in China welcomes Courtney Zhou, Consultant at Control Risks and Baker McKenzie to discuss the the latest development of China’s proposed Export Control Law, how the respective lists may be enacted in the continuing trade war, and how business with China be affected by this control scheme.

The Logistics, Petrochemicals, Chemicals & Refining, Auto Components and International Liner Shipping Working Groups are delighted to invite you to attend a presentation and discussion on dangerous goods transportation regulations, which will take place on Monday, 17th June 2019, from 14:00 to 16:00.

As China continues to upgrade its industries, there is an increased need for various materials that are classified as dangerous, and such goods must be transported both domestically in internationally to facilitate business and supply chain growth. In September 2018, the Ministry of Transport released a standard JT/T 617 which provides comprehensive regulations for transporting dangerous goods by road. Among other measures, the standard requires highly toxic chemicals be transported in specialty vehicles designed for chemical transport. In February 2019, the MOT further released for public consultation a draft Administrative Measures for the Safety of Road Transport of Dangerous Goods.
