On 1 April, the Central Committee of the Communist Party of China (CPC), together with the State Council and President Xi made the announcement of decision on establishing the Xiong An New District as the national new district, which will be the third national new district after the Shanghai Pudong New District and Shenzhen Special Economic Zone. The European Chamber is pleased to invite Ms. Zheng Mingmei, Director of Smart and Low-Carbon City Department, China Centre for Urban Development of NDRC and Secretary General of Smart City Development Alliance of NDRC to provide exclusive insights on the plan of Xiong An New District under the development of Beijing-Tianjin-Hebei Integration, and provide updates on the development of smart cities after the National People’s Congress and Chinese People’s Political Consultative Conference (Two Sessions), followed by the roundtable discussion with our members.

On 25 December 2016, the Standing Committee of China’s National People’s Congress adopted China’s first Environmental Protection Tax Law (the Law). The Law is poised to replace the existing pollutant discharge fee system with a pollution tax as the main economic tool regulating environmental pollution by businesses in China. This historic development is expected to have sweeping impacts on enterprises’ compliance with China’s environmental regulations.

URBAN-EU-CHINA Kick-off Meeting

The EU-China Innovation Platform on Sustainable Urbanisation – URBAN-EU-CHINA – will strengthen the cooperation between EU and China on sustainable urbanisation. The platform will engage a wide range of stakeholders in a common effort to create sustainable cities.
Urbanisation is complex and cross-sectoral by nature. To promote sustainable urbanisation we need to engage policy-makers, national authorities, industry, cities, research institutions and civil society, says Annemie Wyckmans, URBAN-EU-CHINA project manager.

The Joint Declaration on the EU-China Partnership on Urbanisation signed by leaders of the European Union and P.R China in 2012 opened a new chapter of EU-China urbanisation cooperation. The past five years have witnessed wider, deeper and more concrete cooperation between the two sides. As 2017 marks the fifth anniversary of the EU-China Partnership on Urbanisation, the 2017 EU-China Forum on Sustainable Urban Development & Inception Meeting of 100 Pairing Cities/Programs are to take place in Putian City, Fujian Province, China on 19-21 March, 2017, organised by China Center for Urban Development (CCUD) under the guidance of China National Development and Reform Commission (NDRC), together with EUCCC, EUROCITIES and JPI Urban Europe.

To offer a comprehensive perspective on the opportunities and challenges for the environmental protection and energy conservation sectors in the coming years, the chamber will invite representatives from ECIPU of MOFCOM to introduce government-level projects and have a roundtable discussion regarding the regulatory environment with our members in these sectors.
