On 1 April, the Central Committee of the Communist Party of China (CPC), together with the State Council and President Xi made the announcement of decision on establishing the Xiong An New District as the national new district, which will be the third national new district after the Shanghai Pudong New District and Shenzhen Special Economic Zone. On 25 December 2016, the Standing Committee of China’s National People’s Congress adopted China’s first Environmental Protection Tax Law (the Law). The Law is poised to replace the existing pollutant discharge fee system with a pollution tax as the main economic tool regulating environmental pollution by businesses in China.
