Introduction
Invest Beijing will give a practical presentation on the implementation of the tendering process rules, how the future looks like and how European SMEs could take opportunity of the numerous tendering in Beijing. Invest Beijing website (www.bjinvest.gov.cn) is the portal website for investment and financing in Beijing under the leadership of Beijing Municipal Development and Reform Commission. It is the only designated medium for Beijing municipal government to release information of bid invitation. The average daily hit rate of the website is above 100.000. More information about the speakers as well as a more detailed outline of their presentation will be available soon.
Speaker 1: Mr. Zhang Bin
Mr. Zhang Bin is a project manager in the Investment Department of Invest Beijing International (IBI). He joined IBI in 2004 and is mainly in charge of tendering management and project management. Before joining IBI, he worked for China Industry and Commercial News and Dahua Engineering Management Group. Mr. Zhang led tendering agency and tendering supervision work for 3 years and has participated in the enacting work of "The Provisional Measures on Administration of Tendering and Bidding of State Invested Land Development and Engineering Project" of the Ministry of National Land and Resource. He has also helped compose the sample contract, tendering procedure and qualification criteria of the Vicarious Building mode projects for the Beijing Development and Reform Commission (BDRC).
Speaker 2: Mr. Gilbert van Kerckhove
Gilbert van Kerckhove has been working with China since 1980, where he spent over 20 years. Since early 2000 he has been assisting the Beijing Municipal authorities in the areas of economic studies and foreign investment promotion. Previously he worked for twenty years for the (former) Alcatel - Alstom Group. Since 2002 he has been deeply involved in the preparation for the 2008 Olympics, directly assisting the Municipality in the tendering process and the city's economic planning. On 18 April 2005 he was appointed Senior Advisor to the Olympic Economy by the Beijing Government. He has received the highest awards from the Chinese Government in Beijing and Shanghai. In 2004 he was named Knight of the Order of the Crown by HRH Prince Philip. Since 2005 he has been the Chairperson of the Public Procurement Working Group.
The SME Working Group
The SME Working Group offers a platform for European SMEs to network, exchange views and experience, and join efforts to relay their concerns to the Chinese Government. The SME Working Group is event-driven, aiming at providing regular updates and practical information about developments in a Chinese business environment particularly challenging for moderate size operators.
The Public Procurement Working Group
The Public Procurement Working Group was established in March 2005 as a multi-sectorial platform to address issues related to public purchasing and contracting. The Working Group convenes to discuss constructive recommendations for a better mutual understanding with the objective of achieving worldclass public procurement in China.
