For the first time since the formulation of China’s first Five-Year Plan in 1953, China’s 14th Five-Year Plan marks a shift away from the quantitative growth-focus to a “new developmental stage” that targets “quality development” instead by underscoring self-sufficiency.
To guarantee economic security, the plan envisions a supply-side solution by highlighting three aspects: industrial supply chain security, food security and energy security.
At the latest edition of the Chamber’s long running macroeconomic series Insight China, the European Chamber is delighted to welcome Ms. Dan WANG, Chief Economist at Hang Seng Bank China, and Mr. Long CHEN, Co-Founder and Partner of Plenum, to share their views and insights on the plan from the supply-side structural reform perspective.

Speakers
Ms. Dan Wang
Ms. Dan Wang
Dan Wang is chief economist at Hang Seng Bank China, based in Shanghai. Dan was previously an analyst at the EIU and holds a PhD in economics from the University of Washington. Her postdoc was with the Chinese Academy of Sciences. She’s regularly quoted in international and state media and write columns for FT China and Caixin.
Dan joined The EIU in 2015. She has published on a wide range of topics since then. She is the main writer for several special reports including China Consumer 2030 and China’s Emerging City Rankings. She is also one of the authors of the Belt and Road Quarterly report available to EIU clients. Besides, she has acted as a consultant on commissioned policy studies, topics ranging from fiscal reform, energy to climate change.
Dan is a regular commentator in international media (CNBC, BBC, Al Jazeera, Channel NewsAsia, CGTN). She often presents at conferences and has been invited to share perspectives on China with senior corporate executives, academics and diplomatic officials. She has also been speaker, panelist and moderator for events inside and outside The EIU.
Dan holds a PhD in economics from University of Washington. Before joining the EIU she was a post-doctoral fellow in the Chinese Academy of Sciences as an economist. She led national surveys to evaluate agricultural policies and the National Clean-Water projects, and has collaborated with the World Bank and the UN on inclusive growth and food security issues. Dan holds a BE in International Economics and BA in law from Beijing University of Aeronautics and Astronautics.
Mr. Long Chen
Mr. Long Chen
CHEN Long is co-founder and managing partner of Plenum, an independent consultancy advising global investors and multinational corporations on China. He manages Plenum’s research and is the lead economist. He started the career on the equity trading floors in Hong Kong and worked as the China economist for Gavekal Dragonomics until founding Plenum in 2019. He writes extensively on China’s economy, government policies, financial markets and geopolitics. His work is quoted frequently by the global media including the Financial Times, the Economist, and Bloomberg. A native Beijinger, he was educated at Peking University.
Mr. Carlo Diego D’Andrea

Founder and Managing Partner of D’Andrea & Partners Legal Counsel, and Founder of DP Group.
Graduated in Law at the University of Teramo (Italy), he then subsequently obtained a Masters’ degree in Corporate Advisor at LUISS University in Rome and a Diploma in Chinese Studies at Nanjing Normal University and is a member of the Italian Bar Association.
Mr. D’Andrea arrived in China in 2005 and is fluent in Italian (mother tongue), English, Mandarin Chinese and Spanish. He mainly deals with cross-border mergers and acquisitions, assistance in ODI/FDI and intellectual property rights.
He is also acting as National Vice President of the European Union Chamber of Commerce in China.
