Since China announced to re-open its border by end of 2022, a number of measures have been taken as positive steps towards the CAAC’s target to achieve around 75% of the pre-pandemic level of flights and to break even in 2023. These measures include: lifting of the ‘zero-COVID’ approaches, such as the ‘circuit breaker’ policy, the ‘five-ones’ policy, and the on-arrival polymerase chain reaction (PCR) test and quarantine requirements for inbound travellers in January; and fully opening up of travel agency operations of outbound in August. On 9th August, the Chinese Embassies to France and Germany announced to exempt fingerprint collection requirement for single or double entries to China with Visas in M, L, Q2, G, C categories till 31st December 2023. On 13th August, China’s State Council released the Opinions of the State Council on Further Optimising the Foreign Investment Environment and Increasing Efforts to Attract Foreign Investment (Opinions) mentioning to ‘continuously optimize entry and exit policy measures’, which seems to further boost cross-border travel.
It is encouraging to see that the domestic air travel in China has recovered fast, and reached 80% in first quarter of the year of the pre-pandemic level, and was, in the second quarter, 5.4 per cent higher than that of the same period in 2019. However, international passenger air traffic recovered at a much slower pace, reaching 18.1% and 33.7% of pre-pandemic level in first and second quarters respectively.
What are the factors behind the different landscapes of domestic and international air travel resumption? To realise the 75% goal, what next steps should be taken by policy maker and industry players? How will the air travel market affect different industry players like aviation manufacturers, MROs, and technology and services providers of the whole supply chain?
Against this background, the Aviation and Aerospace Working Group is pleased to invite you to the next working group meeting on Overview and Outlook of the Recovery of Domestic and International Air Travel of China on Tuesday 5th September 2023, 16:00-17:30. The working group is honoured to invite Mr Zhu Yaochun, Deputy Secretary General of CATA, and expert from IATA, to share their insights on the landscape of the status quo and outlook on air travel development in China, its impact on the whole aviation supply chain, and next steps for policy maker and industry players. The working group also invites guest official from APP to introduce their following work plan. Mr Eskelund from Maersk, President of the European Chamber, will deliver opening remarks. Ms Tammy Qiu from Thales, Chair of Aviation and Aerospace Working Group, and Mr Remi Paul from Safran, Vice Chair of the WG will co-host the meeting. The meeting will be held in the European Chamber Beijing office and is accessible via zoom online. Mr. Jens Eskelund
Mr. Jens Eskelund
Jens Eskelund was born in 1970 in Aarhus, Denmark. He holds an MA in philosophy and has studied at University of Aarhus and University of Texas at Austin. He has also pursued studies in Chinese at Renmin University in Beijing. Coming to Beijing as a student in 1998, Jens Eskelund began his career in China as Commercial Officer at the Danish Embassy to China before taking on a position in marketing for Maersk Line in Beijing in 2000. He has since held positions as General Manager for Public Affairs for Maersk Line in China and later Director of Public Affairs for North Asia before assuming his present role as Chief Representative for Maersk in the Greater China Area and North-East Asia. Primary focus areas comprise engaging government entities, institutions and trade associations on matters of policy, regulatory environment and business development on behalf of the companies within the Maersk Group.
Jens Eskelund is a former Chairman of the Danish Chamber of Commerce in China as well as the Vice President and Chair of Maritime Working Group of the European Chamber. Jens was elected as the President of European Chamber in May 2023.

Zhu Yaochun, born in 1972, Chongqing. Zhu holds a bachelor's degree in mathematics from Beijing Normal University, a master's degree in economics from School of Business, Renmin University of China, and a doctor's degree in economics from National School of Development, Peking University.
Zhu has successively worked in General Office of Civil Aviation Administration of China (CAAC), China National Aviation Fuel Group, Beijing Municipal Commission of Development and Reform, Research Office of the People's Government of Anhui Province, Municipal Commission of Development and Reform of Beijing Fangshan District Committee, China Air Transport Association. And successively served as Deputy Director of General Administration, Research Office of the People's Government of Anhui Province , Vice Chairman of Ma'anshan City, Anhui Province, Director of International Economy Division, Director of Macro and Industrial Economy Division of Research Office of the People's Government of Anhui Province, and Secretary of the Leading Party Group of Municipal Commission of Development and Reform of Beijing Fangshan District Committee. Since 2018, Zhu has served as Vice Secretary General of China Air Transport Association.

先后在中国民航总局办公厅、中国航油集团、北京市发展和改革委员会、安徽省人民政府研究室、北京市房山区发展和改革委员会、中国航空运输协会工作。历任安徽省政府研究室综合处副处长,安徽省马鞍山市副秘书长,安徽省政府研究室国际经济处处长、宏观与产业经济处处长、北京市房山区发展和改革委员会党组书记。2018年至今,任中国航空运输协会副秘书长。

--Has been providing support to technical cooperation projects managed by EASA in North Asia, supporting the management and implementation of project activities as Technical Coordinator and Expert since mid-2021.

Tammy has joined Thales Group and assumed the role of Head of Government Affairs and Communications for Thales China since March 2020. Thales Group is a France-based global leader in advanced technologies, with businesses covering aeronautics, space, transport, digital identity and security, etc. Till now, she has worn two hats, in charge of government affairs as well as communications.
From the government affairs’ perspective, Tammy has offered new strategic thinking in support of the company’s sustainable growth after over 40 years’ local presence along China's journey toward new “dual circulation” development pattern, engaged government stakeholders at both national and regional level and advocated for the concept of “MNEs deeply rooted in China”, been involved in chambers of commerce and industry associations and lobbied for operating environment favorable for business growth of MNEs including Thales.

Mr. Remi Paul
Mr. Remi Paul
Remi Paul, Safran China CEO since December 1st 2022, has had an extensive international career, working and living outside his native country, France during the last 21 years.
He started it in 1990 as a banker in a French bank international credit department, then in 1996 joined the French utility giant Compagnie generale des eaux (now Veolia), working as special advisor to the Senior Executive Vice President for international Affairs, then from 2002 as the Deputy general manager of Shanghai Pudong Veolia Water company, a joint venture with Shanghai Municipal Water Bureau. From 2008 until 2013 he was Managing director of Veolia Water operations in Russia, CIS and Turkey, based in Moscow, then from 2014 until 2022 joined French Aeronautics and Defence Company Thales as its Country Director in Russia and Kazakhstan, still based in Russia.
